"Export All Campaigns" downloads a JSON file of every campaign you own — URLs, settings and routing rules.
"Choose JSON File" uploads a previous export. Campaigns with the same id are merged rather than duplicated; the result line shows how many rows imported and how many failed.
These are the real states you can hit, and they are not the same thing: an empty list, a read that failed, and a feature that is not built are shown differently in the app on purpose.
What it means: The file is not an ID360 export — it must be JSON with a campaigns array.
What to do: Import a file produced by "Export All Campaigns".
What it means: Those rows could not be written; the imported count is the real tally.
What to do: Retry the import — merged rows are safe to re-import.
